It is based on the fact that the real-life head of the organisation is known as 'C'. The letter came about because the first head of the organisation was Captain Mansfield Cummings-Smith and he would write on important documents the letter C in green ink. The title hasn't changed even when the heads have. In the Fleming novels, the 'M' would stand for 'Rear Admiral Sir Miles Messervy KCMG'. Again real-life, the letter of the head hasn't changed. The head of the sister organisation M.I.5 is known as K after Vernon Kell. Bernard Lee has played M the most often, from the start (Dr.No) up until Moonraker. After his death, the character was played by Robert Brown. M has never tolerated James' humour. When they bought Bond back, M.I.5. was headed by a female, Stella Rimington. In honour of this, the character became a female.
